What is the difference between a 5-year enhanced periodic inspection and a 10-year major inspection?

The 5-year enhanced periodic inspection is more thorough than an annual check but less invasive than the 10-year major. At 5 years, you inspect all structural, hydraulic, electrical and safety systems in detail, with NDT applied where defects are suspected. The 10-year major requires a full strip-down to bare components, mandatory NDT of all critical welds regardless of visible condition, cylinder rebuilds and proof load testing at 125% of SWL. The 5-year typically takes 1 to 3 days while the 10-year takes 3 to 10 days.

Is NDT mandatory at the 5-year inspection?

NDT is not blanket-mandatory at the 5-year mark the way it is at 10 years. However, AS 2550.10 requires NDT to be performed on any critical weld where signs of wear, cracking, corrosion or fatigue are identified during the visual and structural inspection phases. In practice, most competent inspectors will NDT high-stress weld areas as a precaution, particularly on boom lifts with higher cyclic loading.

Does the 5-year inspection apply to all EWP types?

Yes. The enhanced periodic inspection requirement applies to all elevating work platform types covered by AS 2550.10. This includes scissor lifts, articulating boom lifts, telescopic boom lifts, trailer-mounted EWPs, vehicle-mounted EWPs and mast-type platforms. The checklist items may vary slightly depending on the EWP type, for example slew bearing checks apply to boom lifts but not scissor lifts.

Who is qualified to conduct a 5-year enhanced periodic inspection?

AS 2550.10 requires the inspection to be performed by a competent person with appropriate qualifications and experience in EWP inspection. This typically means a qualified mechanical engineer, a trade-qualified mechanic with specific EWP training, or a specialist EWP inspector. If NDT is required, it must be performed by technicians certified to AS/NZS ISO 9712.

What happens if an EWP is overdue for its 5-year inspection?

An EWP that has passed its 5-year anniversary without a completed enhanced periodic inspection cannot legally be operated. Under WHS legislation, operating non-compliant plant exposes the PCBU to prosecution with penalties up to $11.84M for body corporate. The EWP must be tagged out and removed from service until the inspection is completed.

The enhanced periodic inspection is significantly more thorough than a standard annual inspection. Gather documentation and verify the EWP identity and service age.: Collect the operator manual, maintenance logbook, previous inspection reports and registration documents. Confirm the serial number on the machine matches all paperwork. Calculate the exact service age from the date of manufacture plate. Review outstanding corrective actions from previous inspections.
Conduct a thorough structural inspection of all load-bearing components.: Visually inspect the entire structural framework including chassis, boom sections or scissor arms, platform, guardrails and outrigger structure. Measure pin joint wear against OEM tolerances. Where any signs of cracking, corrosion or fatigue are identified, mark those areas for NDT using dye penetrant or magnetic particle methods.
Assess the hydraulic and electrical systems against manufacturer specifications.: Inspect all hydraulic hoses, fittings, cylinder rods and fluid condition. Test system operating pressures and relief valve settings against specifications. Check all wiring, connectors, batteries and control functions at both platform and ground level. Verify emergency stop operation at every station.
Test all safety devices and interlocks systematically.: Test every safety system including emergency descent, emergency stops, limit switches for height, tilt, travel and load, overload protection, dead-man controls and drive lockout interlocks. How often should you complete this checklist?

Under AS 2550.10 Option A, the enhanced periodic inspection is required at 5 years from the date of manufacture, then annually until the 10-year major inspection. Between enhanced periodic inspections, standard annual inspections must continue. If an EWP passes 5 years without a completed enhanced periodic inspection, it cannot legally be operated until the inspection is performed.
