What is a backhoe daily pre-start checklist?
A backhoe pre-start checklist is a daily inspection form completed before operating a backhoe loader on site. In Australia the WHS Act and WHS Regulations require a PCBU to ensure, so far as is reasonably practicable, that plant is safe to operate, and that it is maintained and inspected by a competent person in line with the manufacturer recommendations (regulation 213). Backhoe loaders are classified as plant under the WHS Regulations and a documented daily pre-start inspection is the standard method for meeting this obligation. AS 4024 (Safety of machinery) provides additional guidance on machinery safety systems such as guarding, and ISO 6165 (Earth-moving machinery) defines the basic machine types, including backhoe loaders. Under Chapter 5 of the WHS Regulations, the PCBU must manage risks associated with powered mobile plant, including overturning, objects falling on the operator and collisions (regulation 214), and pre-use inspections by competent operators that verify steering, brakes, hydraulics and structural integrity are a practical way to do that. Because backhoe loaders are frequently repositioned between tasks and sites throughout a single shift, the risk of undetected damage from transport or prior use is elevated, reinforcing the importance of a fresh pre-start check each time a new operator takes control.

How often should you complete this checklist?
A backhoe pre-start inspection must be completed before each use or at the start of each shift. If the machine is used across multiple shifts each incoming operator should complete their own pre-start check. Most Australian construction and civil sites treat this as a daily requirement.
The WHS Act requires the PCBU to ensure plant is inspected and maintained so it remains safe for use. WHS Regulations require plant to be maintained and inspected by a competent person in line with the manufacturer recommendations, or the recommendations of a competent person where there are none, and annually where neither is practicable (regulation 213). Most principal contractors and site safety management plans mandate documented pre-start inspections for all mobile plant including backhoes.
