A tool sign-out register (or tool check-out log) is a structured form used to record who has borrowed a tool from a store, shed or site, when it was taken, its condition, what job or site it is allocated to, and when it was returned. It creates a paper trail of tool custody that makes it easy to see who has what at any point in time, reducing loss, theft and disputes over responsibility. The register is a foundational control for any organisation that shares tools across multiple people, crews or projects.
Tool loss and theft are significant costs in the Australian construction, mining and maintenance industries, with industry estimates placing annual tool theft losses in the hundreds of millions of dollars nationally. A sign-out register deters opportunistic theft by creating a named record for every tool movement, and it provides the evidence needed for insurance claims and police reports when tools go missing. Under the WHS Act 2011 (Section 19 - Primary duty of care), a PCBU must ensure that plant is without risks to health and safety. The WHS Regulations 2011, Chapter 5, require that plant, including hand and power tools, is maintained, inspected and tested to prevent risks. How to use this tool sign-out / return register
- Complete register details at the top - site, period and who maintains the register.: Record the site or location, the register period (e.g. weekly, monthly) and the name of the person responsible for maintaining the register. Post the register rules reminder near the tool store so all users are aware of the sign-out process.
- When a tool is taken, record the date, tool details, borrower name, job and condition.: The borrower fills in the date, tool description, asset ID or serial number, their name and team, the job or site the tool is allocated to, the condition at sign-out (Good or Fair) and the expected return date. This entry must be completed before the tool leaves the store.
- When the tool is returned, record the return date, condition on return and who received it.: The store keeper or register keeper records the return date, inspects the tool and records the condition on return. If there is new damage, note it in the comments and raise a repair request. The person receiving the tool signs to confirm it has been returned.
- Periodically review the register for outstanding (unreturned) tools and follow up.: At least weekly, review the register for tools that have not been returned by their expected date. Contact the borrower to arrange return or extend the sign-out. Overdue tools that cannot be located should be escalated to the supervisor for investigation.
- Keep completed sheets for your records or save as PDF.: When a register sheet is full, archive it by date and site. Retain completed sheets for at least 12 months to support audit, insurance and compliance requirements. Use a tool sign-out register every time a tool leaves a store, shed or central location. It should be used continuously, with a new entry for every sign-out and return. Start a new sheet when the current one is full. If your organisation manages tools across multiple sites, keep a register at each location and consolidate the data into a central tool management system.
Review outstanding items at least weekly to follow up on overdue returns. Overdue tools that cannot be located should be escalated to the supervisor for investigation within 48 hours. Under the WHS Act 2011, a PCBU must ensure that plant is maintained in a safe condition, which requires knowing where tools are at all times so they can be recalled for inspection, calibration or repair. Conduct a full reconciliation of the register against your tool inventory at least quarterly, and at every project close-out, to identify discrepancies before they compound.
