What is a light vehicle pre-start checklist?
A light vehicle pre-start checklist is a daily inspection form completed by the driver before using a car, ute, van or SUV for work purposes. It is a systematic walk-around and cabin check that covers tyres (condition, pressure and tread depth), all lights (headlights, tail lights, indicators, brake lights and reverse lights), mirrors, windscreen and wipers, under-bonnet fluids (engine oil, coolant, brake fluid, power steering, washer fluid), battery, belts and hoses, cabin controls (seatbelts, horn, handbrake, gauges, warning lights), safety equipment (first aid kit, fire extinguisher, warning triangle, hi-vis vest, torch) and documentation (registration, insurance, service sticker, logbook). The completed checklist provides a documented record that the vehicle was inspected and any defects reported before driving.
Under the WHS Act 2011 (Section 19 - Primary duty of care), a PCBU must ensure, so far as is reasonably practicable, that vehicles used for work are maintained and safe. The WHS Regulations 2011 (Chapter 5 - Plant and Structures) classify vehicles as plant and require that they are inspected, maintained and, where necessary, tested to prevent risks to health and safety. The Australian Road Rules set minimum roadworthiness standards that apply to all registered vehicles on public roads, including tyre condition, lighting, braking and visibility requirements. Safe Work Australia's Code of Practice for Managing Risks of Plant in the Workplace provides practical guidance on inspection frequency and record-keeping for work vehicles. How to use this light vehicle pre-start checklist
- Fill in the vehicle details (registration, make/model, odometer, fleet number) and driver details (name, licence, date) at the top of the form.: Record the current odometer reading accurately as it is used to trigger scheduled services. Confirm your driver licence class covers the vehicle GVM and that it is current.
- Walk around the exterior. Check tyres for condition and pressure, inspect all lights, mirrors, windscreen, wipers, body panels and numberplates. Mark Pass or Fail for each item.: Look for tyre sidewall damage, bulges and tread depth below 1.5 mm. Switch on all lights and walk around to verify each one works. Check mirrors for cracks and that numberplates are clean and securely mounted.
- Open the bonnet. Check engine oil, coolant, brake fluid, power steering fluid, washer fluid, battery terminals and belts/hoses. Mark Pass or Fail.: Pull the oil dipstick to confirm the level is between the min and max marks. Check the coolant overflow bottle level, brake fluid reservoir, and washer fluid. Inspect belt condition for cracking and hose connections for leaks.
- Sit in the cabin. Check seatbelts, horn, handbrake, dashboard gauges, warning lights, air conditioning and internal mirror. Start the engine and confirm no warning lights remain on.: Pull each seatbelt to full extension and confirm it retracts and locks on a sharp tug. Press the horn. Engage the handbrake and confirm it holds on a slight incline. After starting, wait for all warning lights to clear.
- Verify safety equipment is present and in good condition - first aid kit, fire extinguisher, warning triangle, hi-vis vest, torch and any recovery equipment.: Check the fire extinguisher gauge is in the green band and the service tag is within date. Confirm the first aid kit is stocked and sealed. Ensure a hi-vis vest and torch with working batteries are accessible in the cabin.
- Check documentation - registration is current, insurance is valid, service sticker is within date and logbook is in the vehicle.: Confirm the registration label or sticker shows a valid expiry date. Verify the insurance certificate of currency is in the glove box. Check the next service due date on the windscreen sticker.
- If any item fails, record it in the defects table with a description and action taken. Do not drive the vehicle if defects affect roadworthiness until they are rectified.: Note each defect with a clear description, photo if possible, and the action taken or planned. Tag the vehicle as not roadworthy for any brake, steering, tyre or lighting fault until repairs are completed.
- Select the overall result (Pass / Action Required / Fail), sign and date the form. Save or print a copy for the fleet records.: Choose Pass only if all items passed. Select Action Required if minor defects exist that do not affect roadworthiness. Select Fail if any roadworthiness defect remains unresolved. Sign, date and submit.

Light vehicles used for work purposes should receive a daily pre-start inspection before the first use of each day or shift. This quick visual and functional check takes 5 to 10 minutes and catches defects before they become a safety risk. In addition to daily pre-starts, vehicles should follow the manufacturer's scheduled service intervals, typically every 10,000 to 15,000 km or 6 to 12 months. Many organisations also require a more detailed weekly or monthly inspection that includes tyre tread measurements, fluid levels, interior cleanliness and fire extinguisher expiry dates. If a vehicle is used in harsh conditions such as dust, gravel roads or heavy loads, increase the inspection frequency accordingly.
