What is a boiler annual service?

A boiler annual service is the most comprehensive level of scheduled preventive maintenance for steam and hot water boilers. It includes all monthly service tasks plus additional items that require the boiler to be shut down, cooled and opened for internal access. The annual service covers a full internal inspection of the pressure vessel (tubes, shell, fireside and waterside surfaces checked for scale, corrosion and pitting), a hydrostatic pressure test at 1.5 times the maximum allowable working pressure per AS 3788, a complete burner service (nozzle cleaning or replacement, air/fuel ratio adjustment, combustion efficiency test with flue gas analyser), replacement of all gaskets (manhole, handhole, inspection covers), inspection of refractory and insulation, full electrical testing of safety controls, limit controls, flame safeguard and ignition sequence, calibration of all safety and operating controls, an efficiency test (combustion analysis measuring O2, CO, CO2 and stack temperature), inspection of the economiser and condensate return system, and a formal compliance inspection per AS 3788 with log book and certificate updates.

How to perform a boiler annual service

  1. Complete all monthly service tasks first. Refer to the monthly service procedure for the full checklist.
  2. Shut down the boiler and allow it to cool to a safe temperature for internal access. Isolate fuel, electrical and water supplies.
  3. Open manhole and handhole covers. Perform a full internal inspection of tubes, shell, fireside and waterside surfaces. Look for scale, corrosion, pitting and erosion. Inspect refractory and insulation for cracks, spalling and hot spots.
  4. Perform the hydrostatic pressure test at 1.5 times the maximum allowable working pressure per AS 3788. Hold pressure for the required duration and inspect for leaks or deformation.
  5. Service the burner: clean or replace nozzles, adjust the air/fuel ratio, and perform a combustion efficiency test using a flue gas analyser (measure O2, CO, CO2, stack temperature).
  6. Replace all gaskets (manhole, handhole, inspection covers). Reassemble and prepare for recommissioning.
  7. Perform a full electrical test of safety controls, limit controls, flame safeguard and ignition sequence. Calibrate all safety and operating controls.
  8. Inspect the economiser (if fitted) and condensate return system.
  9. Complete the AS 3788 compliance inspection. Update the boiler log book and compliance certificate.
  10. Record any defects or recommendations in the notes section. Set the next monthly and annual service due dates. Sign off.

The test confirms the structural integrity of the pressure vessel, checking for leaks, deformation or weakness in the shell, tubes, welds and fittings. It is a mandatory part of the annual inspection for registered pressure vessels in Australia. The test must be performed by or under the supervision of a competent person.
What Australian standard governs boiler inspections?
AS 3788 (Pressure Equipment - In-service Inspection) is the primary Australian standard governing boiler and pressure vessel inspections. It specifies inspection intervals, procedures, acceptance criteria and documentation requirements. All registered boilers must be inspected in accordance with AS 3788 or an equivalent risk-based inspection (RBI) plan approved by the relevant state or territory authority. WorkSafe or equivalent regulators in each state administer the registration and inspection requirements.
