What is a asset commissioning checklist?

An asset commissioning checklist is a structured document used to verify that a newly purchased, installed or relocated asset is safe, functional and ready for operational use before it is handed over to the end user. The checklist covers delivery verification, installation compliance, safety device testing, performance testing, operator training, documentation handover, asset register entry and formal acceptance. It ensures nothing is missed between procurement and operational service.

Commissioning is the critical transition between capital project and operational asset. Inadequate commissioning is a leading cause of early-life equipment failures, safety incidents and warranty disputes. AS 4024.1:2014 (Safety of machinery) requires that machinery safety systems are verified before the machine is placed into service. The WHS Act 2011, Section 19 requires the PCBU to ensure plant is safe before workers use it, which includes verifying installation, guarding, emergency stops and safe operating procedures. Skipping or rushing commissioning to meet deadlines can result in equipment operating with unverified safety systems, uncalibrated instruments, incomplete documentation and untrained operators.

This asset commissioning checklist covers 10 key areas:

  • Asset details: asset name, type, make, model, serial number, purchase order number, supplier, delivery date.
  • Delivery verification: items received match purchase order, no visible transport damage, all accessories and components present.
  • Installation compliance: installed per manufacturer specifications, foundations and fixings adequate, services connected (power, water, air, data).
  • Safety systems: guards in place and secure, emergency stops tested, safety interlocks functional, warning labels applied.
  • Performance testing: operated through full cycle at rated capacity, output within specification, no abnormal noise, vibration or temperature.
  • Calibration: instruments calibrated and certificates provided, calibration due dates entered in maintenance system.
  • Documentation handover: operation manual, maintenance manual, parts list, electrical and mechanical drawings, warranty documents.
  • Operator training: operators trained on safe use, emergency procedures, daily checks and basic troubleshooting. Training records signed.
  • Asset register entry: asset entered with correct ID, serial number, location, cost, useful life and maintenance schedule.
  • Formal acceptance: commissioning officer, site manager and receiving operator sign to accept the asset into service.

How to use this asset commissioning checklist

  1. Verify delivery against the purchase order and inspect for transport damage: Compare the delivered items to the purchase order: confirm the correct make, model, serial number, quantity and all accessories. Inspect for transport damage (dents, scratches, broken components, fluid leaks). Photograph any damage and notify the supplier immediately. Do not proceed with installation until delivery discrepancies are resolved.
  2. Verify installation complies with manufacturer specifications: Check that the asset is installed on adequate foundations or fixings, connected to the correct services (power supply voltage and phase, water, compressed air, data), and that the installation meets manufacturer clearance and ventilation requirements. Verify the electrical connection has been completed by a licensed electrician and tested.
  3. Test all safety systems and devices: Test every guard for secure attachment and correct coverage. Activate each emergency stop and verify it immediately halts all motion. Test safety interlocks (guard interlocks, door interlocks, light curtains) and confirm they prevent operation when activated. Verify warning labels and safety signage are applied per AS 4024.1.
  4. Conduct performance testing at rated capacity: Operate the asset through its full range of functions at the rated capacity specified in the purchase specification. Measure output, accuracy, cycle time and any other performance criteria. Monitor for abnormal noise, vibration, temperature or fluid leaks during the test. Record all results and compare to the specification.
  5. Complete documentation handover, register entry and formal acceptance: Collect all documentation from the supplier (operation manual, maintenance manual, parts list, drawings, calibration certificates, warranty documents). Enter the asset into the asset management system with the correct details and set up the maintenance schedule. Confirm operators have been trained and training records are signed. The commissioning officer, site manager and receiving operator sign the checklist to formally accept the asset into operational service.

How often should you complete this checklist?

An asset commissioning checklist is completed once for each new, relocated or significantly modified asset before it is placed into operational service. The commissioning procedure itself should be reviewed annually to ensure it reflects current safety standards, manufacturer requirements and organisational policies. For high-value or safety-critical assets, a pre-commissioning review meeting between the project team, operations and safety should be held before the formal commissioning process begins.
