What is a mining JSA?
A mining JSA (Job Safety Analysis) is a structured risk assessment that breaks a mining task into individual work steps, identifies the hazards associated with each step, and documents the control measures required to eliminate or minimise risk. In a mining environment, JSAs address hazards specific to underground and surface operations , ground stability and falls of ground, mobile equipment interaction, blasting exclusion zones, dust exposure (silica, coal dust, diesel particulates), heat stress, electrical hazards in potentially explosive atmospheres, and inrush or inundation risks. Under Australian Mining Regulations and state-based Mines Safety legislation, a JSA or equivalent risk assessment must be completed before non-routine or high-risk tasks commence on a mine site.

What to include in a mining JSA

How to complete a mining JSA
- Complete the task details , mine/site, date, operation type, task description, location and personnel.
- Break the task into sequential work steps. Use the six pre-filled steps as a starting point and add or modify as needed.
- For each step, identify the hazards. Consider ground conditions, mobile equipment, dust, heat, electrical and atmospheric hazards.
- Document control measures using the hierarchy of controls (eliminate, substitute, isolate, engineer, admin, PPE). Rate the initial and residual risk.
- Check the PPE requirements section and tick all items required for the task.
- Brief all workers on the JSA. Each worker signs the sign-on register to confirm they understand the hazards and controls.
- The assessor and supervisor sign to authorise the task.

A new mining JSA must be completed before commencing any non-routine task, high-risk activity, or when conditions change on the mine site. This includes changes to the work area (e.g. ground conditions have deteriorated), changes to personnel (new workers joining the crew), changes to the task scope, or at the start of each new shift. If conditions change during the task , such as unexpected ground movement, atmospheric changes or equipment failure , the work must stop and the JSA must be reviewed and updated before resuming. The completed JSA should be retained as part of the mine's safety records for audit and compliance purposes.
