What is a portable appliance testing (pat) log?

A portable appliance testing (PAT) log is a register used to record the inspection and testing results of portable electrical equipment in the workplace. Each entry captures the appliance details (type, make, model, serial number, location), the tests performed (visual inspection, earth continuity, insulation resistance, polarity, leakage current), the pass or fail result, the tester name and licence number, the test date and the next test due date. The log provides a consolidated record of all tested appliances on a site, supporting compliance with AS/NZS 3760:2022 (In-service safety inspection and testing of electrical equipment).

Portable electrical equipment is one of the most common sources of electrical injury in Australian workplaces because it is frequently moved, subjected to physical damage and used in varied environments. AS/NZS 3760:2022 establishes inspection and testing intervals based on the operating environment, from six-monthly in construction and demolition sites to five-yearly in residential-type environments. The WHS Regulations 2011, Regulation 164, requires that electrical equipment used in hostile operating environments is regularly inspected and tested. Failing to maintain a PAT log means organisations cannot demonstrate compliance during SafeWork inspections, and defective appliances remain in service until someone is injured.

This portable appliance testing (pat) log covers 9 key areas:

How to use this portable appliance testing (pat) log

  1. Compile the appliance register and classify the operating environment: List all portable electrical equipment on site with asset ID, type, location and operating environment classification per AS/NZS 3760:2022 Table 4.1 (construction, industrial, commercial, residential-type). The classification determines the required test interval.
  2. Perform a visual inspection of each appliance: Check the supply cord for cuts, abrasion, kinks and exposed conductors. Inspect the plug for cracked pins, loose terminals and correct wiring. Examine the appliance enclosure for cracks, missing covers or damage that could expose live parts. Record the visual result on the log.
  3. Conduct electrical tests using a calibrated portable appliance tester: Perform earth continuity, insulation resistance and (where applicable) polarity and leakage current tests in accordance with AS/NZS 3760:2022 test procedures. Record each measurement on the log and compare against the pass/fail thresholds specified in the standard.
  4. Apply test tags and record the results: Attach a durable test tag to each appliance showing the test date, next test due date, tester name and pass or fail result. Record the same information on the PAT log. For failed appliances, remove the item from service immediately and record the defect.
  5. Schedule follow-up actions and archive the log: For failed appliances, record the corrective action (repair, replace or dispose), the responsible person and the re-test date. How often should you complete this log / register?

AS/NZS 3760:2022, Table 4.1 specifies testing intervals based on operating environment. Construction and demolition sites require testing every 3 months. Factories, workshops and industrial environments require testing every 6 months. Commercial and office environments require testing every 12 months. Residential-type environments require testing every 5 years. In addition to scheduled testing, appliances must be re-tested after repair, after any suspected fault, and before first use of second-hand equipment. If an appliance fails any test, it must be immediately removed from service and tagged as defective. The defect is recorded on the PAT log with the specific test that failed and the measured value. The appliance is then repaired by a qualified person and re-tested before being returned to service. If repair is not economical, the appliance is disposed of. Continuing to use a failed appliance exposes the PCBU to prosecution under WHS Regulations 2011, Regulation 164.
