Why pre-starts go unfilled
Pre-start checklists go unfilled for predictable reasons: the form is generic and does not match the machine, it takes too long during the busiest ten minutes of the day, reported defects disappear into a void, and the paperwork lives somewhere the operator is not. Fix those four things and completion stops being a fight. None of them are fixed by laminating the form or adding a sternly worded toolbox talk.
Start with the form itself. A single generic sheet that asks a forklift driver about outriggers and an excavator operator about fork chains teaches everyone that the checklist is theatre. Every item an operator skips because "that is not on my machine" makes it easier to skip the next one. The checks have to match the plant class, which is why the section below breaks them down by machine type.
Then look at what happens after a defect gets written down. This is the single biggest killer of pre-start systems. An operator reports a cracked mirror on Monday, hears nothing, and is still driving the same cracked mirror in March. From that point the checklist is a box-ticking exercise, and honestly, the operator is right. A pre-start system is really a defect-response system with a checklist on the front. If you cannot close the loop, the forms will not save you, on paper or on an app.
What a good pre-start covers, by plant class
The structure is the same everywhere: walk-around condition checks, fluid and engine checks, function tests of controls and safety devices, and a clear pass, fail or not-applicable call per item with room for a defect note. Two rules keep these forms honest. Keep each one under about twenty items: past that, completion quality drops faster than coverage improves. And write items so they can fail: "check left track tension" gets a real look, "tracks OK" gets a tick from the cab. If a mixed fleet makes per-class forms feel like overkill, the generic plant pre-start checklist is the right starting point, but split out your highest-risk classes as soon as you can.
Paper, PDF or digital
Honest answer: all three work, at different scales, and the worst choice is the one your operators will not use. Paper is instant, free and works in the rain with gloves on. It fails at everything that happens after the inspection: forms live in gloveboxes for weeks, handwriting is a forensic exercise, nobody can say on Friday which machines were checked on Monday, and one wet day can erase a month of compliance history.
A PDF or spreadsheet version, like the free templates above, is the sensible middle step. The checks are standardised, the form prints clean, and you can email a copy to whoever asks. But it is still paper once it leaves the printer: the same glovebox, the same re-keying if anyone wants a report, the same silence between a written defect and a repair.
Digital pre-starts on a phone change the after-the-inspection part. The operator scans the QR tag on the machine, gets the right checklist for that plant class automatically, and works through pass or fail per item with photos where it matters. The submission is timestamped, attached to the asset's history, and visible to the supervisor immediately, and it still works offline in a black spot, syncing when coverage returns. A failed item can raise a defect that flows into the work order system instead of a pigeonhole. That loop-closing is the real reason to go digital; the tidiness is a bonus. The fair trade-off to name: digital needs a small setup effort up front (loading assets, building forms) and a phone in every operator's pocket, which is why digital forms tend to land first on the plant classes with the most riding on them.
The system that gets them filled in
Whatever format you choose, the sites where pre-starts genuinely happen run the same five habits:
- One machine, one owner, one checklist. The operator who runs the machine does the check. Not the leading hand for the whole yard, not whoever is nearest. Shared machines get a check per operator handover, which is exactly when faults get inherited.
- Keep it under five minutes. Tailored to the plant class, items that can actually fail, nothing that belongs in a quarterly inspection. Speed is not the enemy of rigour; irrelevance is.
- Close every defect loudly. Repair it, or tell the operator when it will be repaired. The first time someone reports a fault and sees a fitter turn up, your completion problem starts solving itself. Pair the checklist with a proper defect report form so faults have somewhere to go.
- Make gaps visible weekly. A five-minute Monday review of which machines have no pre-start on record beats a quarterly amnesty. On paper this means walking the yard; digital systems show the gaps on a screen.
- Tag out on critical failures, every time. Brakes, steering, hydraulics, safety devices: a critical fail parks the machine, and everyone sees that it does. One exception for a deadline undoes a year of culture.
Notice none of these are about software. Digital tools make the habits cheaper to run, the records easier to prove, and the gaps impossible to hide, but the habits come first. A site that runs these five on paper is safer than a site with an app and none of them.
