CVSA Roadcheck Statistics 2026: Out-of-Service Rates and Violations

In CVSA’s 2026 International Roadcheck, the 72-hour inspection initiative held 12 to 14 May, inspectors conducted 54,575 inspections across North America and placed 10,350 commercial vehicles (19%) and 3,184 drivers (5.8%) out of service. MapTrack’s analysis of CVSA’s results shows brakes, tires and lights made up 72.0% of vehicle out-of-service violations, and that on the Level I, II and V inspection base the vehicle rate was 23.0% in 2024, 22.6% in 2025 and 23.5% in 2026.

MapTrack compiled these 14 figures from 13 CVSA results releases: 10 figures reported by CVSA and 4 MapTrack calculations. Each figure links to its source, and each calculation shows its arithmetic. Review status and scope limits appear with each figure.

International Roadcheck is the Commercial Vehicle Safety Alliance’s yearly inspection initiative: three days in which certified inspectors in Canada, Mexico and the United States inspect trucks, buses and their drivers, then place the ones with out-of-service violations off the road until the problem is fixed. This page brings together CVSA’s results from 2020 to 2026 and its Brake Safety Week results, names the base behind every published rate, and shows the arithmetic behind each comparison.

Brakes, tires and lights accounted for at least 10,024 of the 13,924 vehicle out-of-service violations in the 2026 International Roadcheck, 72.0%. The share was 68.6% to 75.6% in every Roadcheck from 2020 to 2026.

Like-for-like 2025 vehicle out-of-service rate, versus the 18.1% headline

CVSA’s headline vehicle out-of-service rate fell from 23% in 2024 to 18.1% in 2025, but the base changed. On vehicle inspections (Levels I, II and V) it moved from 23.0% to 22.6%, then 23.5% in 2026.

How we calculated this

MapTrack calculation from CVSA’s results. 2024: 9,299 vehicles out of service on 40,458 Level I, II and V inspections, 23.0%. CVSA did not state the base of its 23% headline for 2024, but the vehicle-inspection counts reproduce 23%; on all 48,761 inspections the rate would be about 19%. 2025: 10,064 on 44,435, 22.6%, as CVSA published. 2026: 10,350 on 44,047, 23.5%, as CVSA published. CVSA’s 2025 headline of 18.1% divides the 10,148 vehicles placed out of service by all 56,178 inspections, so it is not comparable with the 2024 headline. 2023’s 19% headline was on all inspections (11,270 of 59,429). Dividing all 11,270 out-of-service vehicles by its 50,097 Level I, II and V inspections (36,021, 12,741 and 1,335) gives a reconstructed 22.5%, but CVSA does not allocate those out-of-service vehicles by inspection level. The numerator allocation is unconfirmed, so 2023 is excluded from the like-for-like comparison. CVSA published a Level I, II and V rate itself in 2020 (20.9%), 2025 and 2026.

US Brake Safety Week brake out-of-service rate in 2025, the highest since 2020

In the United States, 2025 Brake Safety Week found brake-related out-of-service violations on 14.9% of 13,700 inspections, the highest US rate of the six Brake Safety Weeks from 2020 to 2025.

MapTrack comparison of the US rates CVSA published each year: 13% (2020), 13.5% (2021), 13.6% (2022), 12.4% (2023), 12.9% (2024) and 14.9% (2025). US only, because the North American rate moves with Mexico’s share of inspections, which ranged from 9 to 5,958 a year. CVSA describes some years’ counts as vehicles placed out of service and others as violations.

Comparing vehicle out-of-service rates

CVSA’s headline vehicle out-of-service rate does not divide by the same thing every year. In 2023, 2025 and 2026 it divided by every inspection, including the Level III inspections that check only the driver. In 2024 CVSA did not say, but its 23% matches the Level I, II and V inspections that examine the vehicle: 9,299 of 40,458 is 23.0%, while on all 48,761 inspections the rate would have been about 19%. On the Level I, II and V base, the rate was 23.0% in 2024, 22.6% in 2025 and 23.5% in 2026. The separate 2023 reconstruction below is not a confirmed comparable rate: CVSA does not allocate that year’s out-of-service vehicles by inspection level.

CVSA published the Level I, II and V rate itself for 2020, 2025 and 2026. For 2024, MapTrack divides the 9,299 out-of-service vehicles CVSA explicitly assigns to 40,458 Level I, II and V inspections. For 2023, dividing all 11,270 out-of-service vehicles by the 50,097 Level I, II and V inspections (36,021, 12,741 and 1,335) gives 22.5%, but CVSA does not confirm that all those vehicles belong to those inspection levels. The numerator allocation is unconfirmed, so this reconstruction does not establish a like-for-like trend from 2023 to 2026. CVSA published other rates for 2021 and 2022 but not this one: 16.5% of all vehicles examined in 2021, and in 2022 both 22.8% on Level I and II inspections in Canada and the US and 23.1% on Level I and V inspections across North America. The 2021 release gives no exact inspection total and the 2022 release gives two, so neither year can be put on the same base with confidence, and both are left out of the table.

What puts vehicles out of service, 2020 to 2026

Brakes, tires and lights, every year. Service brakes, the parking brake, lighting devices and tires are all among the parts 49 CFR 396.11 lists for the US driver vehicle inspection report. Counts are from CVSA’s North American top-five vehicle tables; the brake column adds the two brake categories each year’s table lists, because CVSA renamed them over the period.

Methodology

Every figure is read from CVSA’s own results releases for International Roadcheck (2020 to 2026) and Brake Safety Week (2020 to 2025), read on 25 September 2026. cvsa.org does not serve automated requests, so each release was read from its Internet Archive copy and checked against the live page; both copies are linked under Sources.

The four figures marked as MapTrack analysis are arithmetic on those published counts and nothing else. No MapTrack customer data is used anywhere on this page.

Where CVSA’s own documents disagree, this page uses the figure each release states in its own words and says which one. The 2022 release gives two inspection totals, 59,026 and 58,287, and the 2021 release gives no exact total, only more than 40,000, so both years are kept out of the like-for-like comparison. 2020 is in it, on the Level I, II and V rate CVSA published, but that Roadcheck was held in September under pandemic protocols rather than in May. In 2024 CVSA gave two counts of vehicles placed out of service, 9,345 and 9,299; this page uses 9,299, the count CVSA gives for the Level I, II and V inspections, and either rounds to 23%. The 2023 release gives inspection counts by level but does not allocate its out-of-service vehicle count by level. Its 22.5% reconstruction is therefore labelled separately and excluded from the comparable 2024 to 2026 sequence.

Did the Roadcheck out-of-service rate fall in 2025?

Only slightly. CVSA’s headline vehicle rate fell from 23% in 2024 to 18.1% in 2025, but most of that fall is a change of base. 2025’s rate divided by every inspection. CVSA did not state 2024’s base, but its 23% matches the Level I, II and V inspections that examine the vehicle. On that same base the rate went from 23.0% in 2024 to 22.6% in 2025, a fall of less than half a point, and then rose to 23.5% in 2026. The separate 2023 reconstruction is excluded from this comparison because CVSA does not allocate that year’s out-of-service vehicles by inspection level.
