How often is a LOLER thorough examination required?
Under LOLER 1998, lifting equipment exposed to conditions that cause dangerous deterioration needs an in-service thorough examination at least every 12 months (every 6 months for lifting accessories and equipment used to lift people), or at the intervals set by an examination scheme drawn up by a competent person (regulation 9). It also needs one after exceptional circumstances that could affect its safety, such as damage or failure, a long period out of use or a major change in how it is used. The examiner must give you a written report, and you keep each one until the next report is made or for two years, whichever is later (regulation 11).
Who can carry out a LOLER thorough examination?
A LOLER thorough examination must be carried out by a competent person with appropriate practical and theoretical knowledge and experience of the lifting equipment to detect defects and assess their importance for safety. HSE's LOLER guidance (L113) says they must be sufficiently independent and impartial to make objective decisions, but they do not have to come from an outside company: an in-house examiner with the necessary competence can do it, provided they have the genuine authority and independence to make their recommendations without fear or favour. They should not normally be the person who carries out routine maintenance on the equipment.
