A work request is the initial report raised by an operator or user: something is broken or needs attention. A work order is the approved, planned job that comes from that request, carrying a priority, an assigned owner, the tasks, the parts and the labour. In a simple operation the request and the work order can be the same sheet, but separating them gives you a clean record of demand coming in versus work actually scheduled and done.
